Personally I think communication in general is very important. SO MANY things can be prevented through proper communication and simple reminders to glance at rules when things start to become a problem. I was an admin of Heart-Of-Japan for a while (the biggest Japan group on dA and you would not believe what goes on behind the scenes) and they were rejecting work for being subpar, being SO SUPER STRICT on submissions, controlling lower admins... once I wrote a journal (because, y'know, that's what admins do) and I was PM'd saying not to write journals without founder permission! What what! I wasn't told that when I became a cofounder.
So really anything that could be fixed through proper communication OR being too picky about art. Groups imo should definitely be for art (not screenshots, demotivational posters, memes, or stolen stuff), but there shouldn't be a certain quality standard that the art has to meet. We're all at different levels and it can be hurtful to aspiring artists to think they're not "good enough."
I'm talking about dA admins btw. If you're talking about another type of manager, excuse my nonsensical rambling.
No no, you are spot on, it's never good to be an art critic as people can only do their best but the screenshots and memes...no, just no. And it does irritate me when a manager won't clarify something or assist a member when they need help as that is their job. Sounds to me that for Heart-of-Japan you had some rather bad and controlling supervisors. That tends to happen in many of the larger groups, I know a guy who is a co manager for a large group(I'd rather not say the name)and his boss is a total asshole. I think he's scared of her actually XD. I feel very fortunate that though Legend-of-Korra is large, the people on he staff are as lovely as you can get. I co manage the adventure time club and my boss is an angle, nicest lady. When it has come to jobs that I've had, my bosses have all been amazing, though I know I'll eventually get a bad one at some point. There will be good bosses and bad bosses, I just try to run my groups opposite of how the bad ones run theirs.
I mean, as long as people WANT their work critiqued (not criticized - big difference) I'm glad to point out anything I think could be changed. But there are so many people who don't even try. Or worse - they STEAL ART. And dA has an extremely lax copyright policy - unless it is YOUR art they stole, they won't do anything about it. You have to contact the artist, and they have to go through the trouble of proving it's theirs so art thieves don't get in much trouble. I get really suspicious if an account with amazing artwork has a bunch of different distinct styles... because usually it's all stolen. lol. I love the LOK staff so far... I know I haven't been on it long, but it's great! I took a hiatus from dA for a while and relinquished my admin positions in my 4 groups (two of them have basically died and I'm sad, although Heart of Japan is still thriving). I had an alternate admin account with another deviant to cheat the 3-group limit for non-core members, so I brought back to life a group that had died under her sole supervision. I found a third group too, so... I may end up needing that alternate account again! Lol. My bosses have... not been so great, but hey. You'll get your fair share of good and bad anywhere.
